Loose leash walking is not the same as heeling. In competition heeling the dog must be placed on your left side (rally and obedience) and should have focused attention on the handler. Their toes should be lined up with the handler's and they should sit at each break. The must keep pace with the handler.
Loose leash walking for the Canine Good Citizen Test requires that the dog is walking on a loose leash, not pulling and is paying attention to the handler. They can walk on either side of the handler and they do not need to sit when the handler stops (although this is okay and a very good thing to teach).
